Mayor Bill de Blasio cast a spotlight on Rikers Island when he formally announced its closing earlier this year. But the closing didn’t come out of nowhere: many activists had been campaigning to close Rikers and improve conditions there for a long time. Their efforts go beyond Rikers. Their goal is to completely overhaul the juvenile justice system, and they’re working on many fronts.
